Johor Property Back in Focus as JS-SEZ Master Plan and RTS Link Lift Confidence

Johor's property market is attracting renewed interest. According to the New Straits Times, investor confidence has been lifted by the upcoming Johor-Singapore Special Economic Zone (JS-SEZ) master plan and the Rapid Transit System (RTS) Link.

Two big catalysts

The JS-SEZ master plan is expected to be launched by the end of the year, with Prime Minister Anwar Ibrahim and Singapore Prime Minister Lawrence Wong expected to officiate, based on earlier reports. NST reported in its Budget 2027 coverage that the zone recorded RM132 billion in investments from 2025 through June 2026.

The RTS Link, which will connect Johor Bahru and Woodlands in Singapore, is now expected to begin passenger service in February 2027. RHB, cited by NST, said the delay does not undermine the investment case for Iskandar Malaysia.

Who benefits

According to the report, industrial demand, data centre activity and township development are supporting Johor developers. RHB mentioned developers such as EcoWorld, KSL, Mah Sing, UEM Sunrise and Sunway among those with exposure to the state.

Data centres are a major factor. Johor hosts 16 of the 27 data centre projects approved through the Digital Ministry's task force, as we reported in our data centre report. These projects bring workers, contractors and supporting businesses into the state.

Key takeaway: Johor's growth story is real, but it is uneven. Location close to the RTS, CIQ and job hubs matters far more than a general Johor label.

The overhang caveat

Despite the optimism, analysts warn that buyers should remain selective. Johor has one of the largest residential overhangs in the country, with many unsold completed homes, particularly high-rise units. Official data showed Johor among the states leading the rise in unsold completed homes in the first half of 2026.

Reports by AsiaOne and The Business Times also noted that stronger opportunities tend to be near the RTS and CIQ, as well as in areas suited to corporate rentals.

What it means for Malaysians

For Johor residents, buyers and investors:

  1. Homebuyers may see more choices and negotiating room in oversupplied segments, but should focus on location and build quality.
  2. Investors should look at rental demand from actual tenants, such as workers in data centres and industrial parks, rather than speculative expectations.
  3. Renters in areas near the RTS may see rents rise as the opening approaches.
  4. Local businesses in growth areas may benefit from more residents and workers.

If you are considering buying, compare completed projects with similar off-plan offerings, and check the developer's track record.

The Singapore factor

Demand from Singapore-linked buyers and tenants has long influenced Johor's market. With the RTS Link offering a faster cross-border commute, some Singapore workers may consider living in Johor Bahru, where rents and property prices are lower. At the same time, currency movements, border policies and the actual commuting experience once the RTS opens will shape how strong this demand becomes. Local buyers should avoid assuming that all areas will benefit equally from cross-border spillover.

What to watch

Key dates are the JS-SEZ master plan launch at year end and the RTS Link opening in February 2027. Watch also for data on property transactions, rentals and new launches in Johor over the coming quarters.
