Budget 2027 Widens SME Financing to RM57bil Guarantees — Experts Urge Care With Debt

Budget 2027 expands financing support for Malaysian small and medium enterprises, but analysts say more credit will only help if firms use it to raise productivity rather than paper over higher operating costs. The Star reported on 12 October 2026 that Prime Minister Datuk Seri Anwar Ibrahim announced a rise in financing guarantee facilities from RM50 billion to RM57 billion, alongside lower corporate tax rates for eligible SMEs.

The new financing toolkit

Bank Negara Malaysia will provide an additional RM5 billion in financing for SMEs affected by the West Asia conflict, after strong take-up of an earlier facility. Bank Pembangunan Malaysia Bhd plans to allocate RM7 billion across seven strategic sectors, including renewable energy, logistics, aerospace and semiconductors. Next year, Syarikat Jaminan Pembiayaan Perniagaan Bhd and Credit Guarantee Corp Malaysia Bhd are expected to provide guarantees of up to RM32 billion, including RM1 billion earmarked for local companies pursuing mergers and acquisitions.

  • RM57 billion financing guarantee facilities (up from RM50 billion)
  • RM5 billion extra BNM financing for SMEs hit by the West Asia conflict
  • RM7 billion from BPMB Group across seven strategic sectors
  • Up to RM32 billion in SJPP and CGC guarantees, including RM1 billion for M&A
  • RM30 million via MDEC to help 4,000 SMEs adopt AI and automation, plus training for 5,000 AI professionals

Why some economists are cautious

Centre for Market Education economist Carmelo Ferlito told StarBiz that easier borrowing does not solve the cost squeeze many SMEs face from labour, utilities and compliance. He warned that heavy guarantees can weaken lending discipline because banks take less of the loss if a loan fails, and that adding leverage to thin-margin firms can turn temporary stress into insolvency. He cited Bank Negara data showing impaired SME loans around 3.5% in the second half of 2025, versus a system-wide gross impaired loans ratio of about 1.4%.

"When costs rise, borrowing to pay them only postpones the problem," Carmelo Ferlito told StarBiz.

Socio-Economic Research Centre executive director Lee Heng Guie took a more constructive view, saying the measures can help SMEs modernise if the money buys equipment, expands capacity or otherwise generates repayable revenue. On the RM30 million MDEC AI and automation allocation, Ferlito cautioned that debt-funded tech projects often fail when productivity gains arrive too slowly to cover repayments.

What this means for Malaysian readers

If you run or work in an SME, treat the larger guarantee pool as a tool for investment, not a buffer for rising bills. Map repayments against realistic cash flow before taking AI, automation or expansion loans. Watch how quickly MDEC's 4,000-firm AI programme opens for applications, and whether banks still screen projects carefully despite higher guarantee cover. Households and taxpayers also have a stake: guarantee losses can become contingent public liabilities if defaults rise. Pair any new financing conversation with a hard look at costs, pricing power and which Budget 2027 tax or grant measures you actually qualify for.
